Boeing Creek Park Improvement Project

Status

Phase: Construction


Construction is to occur from June through September for improvements to Boeing Creek Park.  Announcements will be mailed to the neighborhood before construction begins.

In April, a contract was awarded to Grade Inc. for construction of park and storm water improvements now that the construction of King County's wastewater storage project is substantially complete.  Improvements will include new on street parking, ADA pathway improvements, new picnic areas, benches, stormwater detention pond upgrades including a cascading stone water feature, irrigation, landscaping, and trail improvements including improvements to the lower log crossing.  The suspension foot bridge will not be part of these improvements as the December storm caused erosion damage to the creek banks including the proposed site for the bridge. Design will continue in 2008 and 2009 for additional stream crossings and a possible restroom installation in 2009 or 2010.

Project History
Parks, Recreation and Cultural Services Board (PRCS Board) provided direction to Staff on several design related issues for the park project at their June 28, 2007 meeting.  The PRCS Board supported moving forward with further design for a suspension foot bridge at the location of the informally known pedestrian "pallet" stream crossing.  The PRCS Board visited the proposed bridge crossing at their July 26 meeting.  For the ADA accessible trails around the storm water detention pond, the Parks Board recommended a natural pathway of crushed rock or stabilized soil that is all-weather and ADA accessible verses concrete or asphalt.

Finally the PRCS Board supported Staff's decision to postpone the installation of a public restroom.  Shoreline Community College recently contacted the City to begin a property conversion for a land trade with the City.  Since the trade would add land to Boeing Creek Park, it may provide new opportunities for siting a restroom in the park.  The PRCS Board requested that the money for the restroom be set aside for its future development.

Staff and the consultant Otak, Inc. developed the project to 60% design on the basis of this direction. A community meeting was held August 9 to share the 60% plans and the environmental and permitting process.

Stormwater Facility
The stormwater facility in Boeing Creek Park serves a vital function during storms, retaining runoff from homes, businesses and streets in the area. Stormwater is retained in the detention pond and drains into Boeing Creek through a flow control structure at the northwest end of the pond. The detention pond protects the neighborhood, Boeing Creek and Hidden Lake during large storm events.

With proper vegetation, stormwater detention ponds can function as wildlife habitat and help filter pollutants from rain that washes off buildings, driveways and streets. The City improvements will increase the capacity of the stormwater detention pond and also include planting the pond with native vegetation.

Park Improvements
Boeing Creek Park offers a unique opportunity to explore 36 acres of natural forest and streams for an enriching outdoor experience.

The City of Shoreline will enhance this experience with these improvements:

  • New parking and ADA access;
  • Adding benches and landscaping;
  • Improving trails and stream crossings;
  • Creating a cascading water feature;
  • Adding way-finding and interpretive signage.

The concept for Boeing Creek Park improvements, originally designed as part of the Third Avenue Drainage Improvement Project and mitigation for the King County wastewater storage pipe, was updated to reflect comments from the public which included and expanded scope to improve trails and stream crossings.
