Property Tax Exemption (PTE) Program
The City of Shoreline's PTE Program was initially established in November of 2002 by Council Ordinance No. 310, and amended in March of 2008 by Council Ordinance Nos. 479 and 496. Currently, the City offers a 12-year tax exemption for new, affordable multi-family residential development, and an 8-year tax exemption for new, market rate multi-family residential development.
The program is available in two targeted areas of Shoreline: the North City Business District and Ridgecrest Commercial District. To qualify as an affordable housing development for the 12-year tax exemption, at least 20% of the multi-family housing units must be rented or sold as affordable housing. Regulatory Changes and Other Incentives
The City is beginning to explore various ways in which the development code might be redesigned to encourage “smart growth” types of buildings and land uses. In the future, the City also hopes that new sources of state and federal assistance can be identified.
