The Department of Health and Social Services (DSHS) has been directed by the State Legislature to create a Master Plan for the excess property on the Fircrest Campus located at on 15th Avenue NE and NE 150th Street in Shoreline (Capital Budget Proviso ). The excess property is defined as that portion of the campus that is not used by the Fircrest School or the Washington State Department of Health Laboratories. Work for the Excess Property Master Plan is being completed in two phases, which are described below.
Phase 1
Phase 1 of the Excess Property Master Plan has been completed. It included an analysis of potential uses for excess property based on highest and best use in terms of economic benefit, State operations, and local benefits. Input from site users, the public, and State agencies was used to define three land use options. Phase 1 outcomes were summarized in a report and presented to the State Legislature in January 2008, which included a recommended Hybrid Option.
Recommended Hybrid Option, January 2008
DSHS recommended a Hybrid Option for future land uses, which combined aspects of the three options presented at a public open house on November 8, 2007. The Recommended Hybrid Option was developed based on analysis of public and agency comments during the planning process. In addition to presenting the Hybrid Option, DSHS also asked the legislature to consider a number of decision issues related to how the State should proceed. Phase 2
During its early 2008 session, the Legislature authorized and funded the second phase of the Excess Property Master Plan process, which will further develop the Master Plan based on the Hybrid Option for new land uses developed in Phase 1. DSHS will continue to work with the City of Shoreline, as well as involve the public in the process. Adoption of the Master Plan by the City of Shoreline is expected to occur in 2009.
